Last month one of Caisson's best-in-class business phone and Internet service provider, tw telecom launched a new service that allows customers via "MyPortal" the ability to "turn up" bandwidth on-demand and then ramp it back down when the demand subsides. This will enable customers to increase their CIR to the maximum bandwidth they require.
This is optimal for large file transfers (nightly backups), seasonal network traffic, or any industry that sporadically transfers large files (medical, financial, engineering, etc.)
